Compliant healthcare rosters, before they are even published.
Four families of pre-validation checks — Italian Legislative Decree 66/2003 (working time), Law 161/2014, national collective agreements (CCNL) and internal regulations — block errors preventively and track exceptions in emergencies. With fire safety and BLS-D planned together with the rosters, and coverage demonstrable in any audit or inspection setting.
ALISEO ES verifies every roster before publication with pre-validation checks across four families: formal, regulatory (Legislative Decree 66/2003: 11-hour daily rest, weekly rest, 48-hour average; Law 161/2014; public and private CCNL), organizational rules and care levels. Violations are blocking, preventively, and allowed but tracked in emergencies during the month in progress. Fire-safety and BLS-D coverage is planned together with the rosters, with demonstrable reports for the prevention and protection officer (RSPP).

The rule that changed rosters in the Italian NHS
Since 25 November 2015 (Law 161/2014, art. 14) the Italian National Health Service has been fully subject to Legislative Decree 66/2003 on working time. Three constraints above all govern every roster:
| Constraint | Rule | Where ALISEO ES steps in |
|---|---|---|
| Daily rest | 11 consecutive hours in every 24 | Real-time check on every cell + pre-validation |
| Weekly rest | 24 hours every 7 days (+11 → 35 hours) | Verified on the plan before publication |
| Average working time | 48 hours/week, overtime included | Monitored over rolling periods with the counters |
On top of these come the national collective agreements (CCNL) (Comparto Sanità, Area Sanità for medical staff, local-level bargaining — and for the private sector AIOP/ARIS, ANASTE, UNEBA, social cooperatives) and internal regulations: ALISEO ES treats them all as constraints of the plan, not as footnotes.
Pre-validation checks: four families, one outcome
Before publication, the plan goes through a verification process that closes only with the message “No blocking errors found”:
1. Formal checks
Completeness and consistency of the plan: empty cells, incompatible codes, undeclared coverage.
2. Regulatory checks
Rest periods (11 h, weekly, 35 h), period averages, statutory and CCNL constraints. The recall-from-rest check rules out non-compliant resources upfront; the validity of the fire-safety course is verified as a shift requirement.
3. Organizational checks
Internal regulations, ward-level constraints, local-level bargaining rules: configurable per organization.
4. Care-level checks
MIN/MAX thresholds per time slot, coverage per professional profile, fire-safety levels, hour debt (Smart Grid).
And in an emergency?
During the month in progress, violations are allowed but tracked: the system records who, when and why — the exception remains documented, not invisible. This is the difference between “being compliant” and being able to prove it in any audit or inspection setting.
Fire safety: coverage you can demonstrate, day by day
Healthcare facilities are required to plan, together with the duty rosters, the presence of staff certified for fire safety (Ministerial Decree 19/03/2015, Legislative Decree 81/2008). ALISEO ES makes it a requirement of the roster board, not a separate sheet:
- Dedicated roster board view for fire-safety coverage, with Coverage areas spanning multiple wards where needed.
- Integration with Training/CME: courses and certification expiry dates checked at planning time — an expired course blocks the shift preventively.
- Reports for the RSPP: in the event of a Fire Brigade inspection, fire-safety service coverage can be demonstrated for every day of the month, with no ward-by-ward reconstructions.
BLS-D: someone who can use the defibrillator, present on every shift
Legislative Decree 81/2008 requires organizations to assess risks and adopt first-aid measures. In organizational practice this means ensuring that in every time slot there is at least one operator certified to use the AED — especially where response time is critical: inpatient wards, emergency departments, high-traffic outpatient clinics, diagnostics, isolated areas. ALISEO ES builds the requirement into the rostering model as a minimum competence coverage per time slot, with back-ups in case of leave, sickness or unexpected absences. The logic is not “having an AED”: it is that someone present knows how to use it immediately.

Frequently asked questions
Which regulatory checks does ALISEO ES run before rosters are published?
Four families of pre-validation checks: formal, regulatory (11-hour daily rest and weekly rest, 48-hour average, CCNL), organizational rules and care levels. The process closes only with “No blocking errors found”.
What happens if I have to break a constraint in an emergency?
During the month in progress, violations are allowed but tracked: the system records the change with user, date and context. The exception remains documented and demonstrable, in any audit or inspection setting.
Does ALISEO ES also handle the collective agreements (CCNL) of private healthcare?
Yes: in addition to the Comparto Sanità CCNL and the Area Sanità agreement (medical staff) with local-level bargaining, private-sector contracts are supported — AIOP/ARIS, ANASTE, UNEBA and social cooperatives.
How do I demonstrate fire-safety coverage during a Fire Brigade inspection?
With ALISEO ES reports for the prevention and protection officer (RSPP): the presence of fire-safety certified staff is planned together with the rosters and can be demonstrated for every day of the month, including across multi-ward coverage areas.
Does ALISEO ES check the expiry dates of fire-safety and BLS-D courses?
Yes, through integration with Training/CME systems: an expired certification is detected at planning time, and the time-slot coverage constraint includes back-ups for leave, sickness and unexpected absences.
