Fire-safety and BLS-D coverage on the wards: how to prove it every day

TL;DR — Having trained fire-safety officers and BLS-D (basic life support & defibrillation) operators is not enough: they must be present on every shift, with valid, up-to-date certifications — and in any audit you must prove it day by day. Coverage is a requirement of the shift plan, not a list in a drawer: it must be checked where the shift is created, on the roster board.

The obligation, in brief

Italian Legislative Decree 81/2008 (occupational health and safety) requires the employer to designate fire-prevention and emergency-management officers and to keep them operational; in a healthcare facility that runs 24/7, this means adequate presence on every shift, holidays and nights included. The same applies to cardiac arrest response: BLS-D operators with valid training — and retraining — at all times.

Where it breaks down, in practice

Coverage does not break when the plan is written: it breaks afterwards. A shift swap between colleagues, a sick leave replaced in a hurry, a course that expires mid-month — and Tuesday night is left without an officer, with nobody noticing. The problem is not goodwill: it is that the requirement lives in a file separate from the roster board.

The requirement inside the shift

The ALISEO ES approach is to treat fire safety and BLS-D as shift coverage requirements, on the same level as headcounts: in every time slot the plan must contain the required number of certified officers. Course expiry dates enter as a constraint: anyone whose certification has expired does not count towards coverage, and an upcoming expiry is visible before it becomes a gap. Every change to the plan — swaps included — is re-checked against the requirement.

The proof, every day

Coverage must also be proven: ALISEO ES produces the fire-safety and BLS-D coverage report for every day of the month, ready for the prevention and protection officer (RSPP) and for Management. And since every plan is historicized, the facility can reconstruct who was there, when, with which certification — wherever you must demonstrate compliance, even years later.
